Action Plan for Cultivating Outstanding Textile and Clothing Brands
(2026 - 2028)
Brand is one of the core driving forces for the high-quality development of the textile and clothing industry. An outstanding textile and clothing brand refers to a brand that establishes brand advantages through technological innovation, builds brand image with high-quality products and services, enhances brand value through cultural connotations, and has outstanding ability to lead market consumption trends and comprehensive competitiveness. Such brands mainly include supply chain brands, industrial ecosystem brands, and terminal consumption brands. In order to implement the spirit of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China, consolidate and enhance the position and competitiveness of the textile and clothing industry in the global industrial division, strengthen brand building, this action plan has been formulated.
I. General Requirements
By 2028, the competitive edge and market influence of textile and clothing brands will have significantly increased, and no less than 25 outstanding textile and clothing brands will be cultivated.
II. Key Tasks
(1) Strengthen overall planning and implement differentiated policies
1. Strengthen categorized cultivation. Supply chain brands refer to the production enterprises and product brands at the upstream and middle stages of the industry, with a focus on cultivating enterprises' capabilities in fiber material technology research and development, functional development of clothing fabrics, and high-end manufacturing. Industrial ecosystem brands refer to the enterprise groups in the textile and clothing industry clusters or industrial belts, with a focus on cultivating the marketing channel construction and brand building capabilities in the relevant regions. Terminal consumption brands refer to the terminal enterprises and product brands in clothing, home textiles, industrial use, etc., with a focus on cultivating enterprises' creative design and cross-domain cooperation capabilities. Establish a brand evaluation system for textile and clothing in line with China's industry characteristics, and conduct research on the development index of Chinese textile and clothing brands.
2. Build distinctive advantages in specific fields. Organize the construction of specialized industrial clusters in the textile and clothing industry. Guide the industrial clusters to leverage their comparative advantages such as traditional culture,特色产业, and border trade, and promote the development of industrial ecological brands in a differentiated manner. Fully exert the demonstration effect of promoting industrial development and employment. Optimize the cultivation of innovative textile and clothing products. Guide enterprises to focus on specific market segments and consumption scenarios, and create a number of supply chain brands and terminal consumer brands. Promote the strengthening of quality in the textile and clothing industry. Support the establishment of quality technology innovation consortia, increase financial support for quality innovation of small and micro enterprises, and strengthen the standard guidance and quality support for industrial development.
3. Strengthen the tiered cultivation of enterprises. Implement the innovation plan for small and medium-sized enterprises, and cultivate more high-tech enterprises, specialized and innovative "little giants" enterprises, and manufacturing single-item champion enterprises among outstanding brand enterprises. Deeply implement the excellence quality project for manufacturing, and support enterprises in integrating upstream and downstream enterprises in the industrial chain and supply chain into a common quality management system, to enhance the quality management maturity of the enterprises on the chain. Support the establishment of a brand ecosystem led by leading enterprises, involving small and medium-sized enterprises, universities, and consulting institutions, to provide solutions and connection services for small and medium-sized enterprises. Give full play to the leading role of the construction of China's famous consumer brands, and systematically promote brand building in the textile and clothing industry.
(2) Enhance the ability to innovate and create, as well as the capacity for setting standards
4. Strengthen technological innovation and application. Carry out the "challenge-and-award" program for functional textiles in the textile and clothing industry, encouraging upstream and downstream enterprises to increase the research and application of functional textiles. Release the "Promotion Catalogue of Advanced Applicable Technologies in the Textile Industry", promoting technologies such as processing of new synthetic fibers and preparation of biological synthetic textile materials, to enhance the technological content and added value of products. Vigorously develop intelligent wearables, intelligent home textiles, and health and medical intelligent textiles to create new scenarios and tracks for brand development. Through the "two-level" policies, guide enterprises to accelerate the research and development of innovative products and the improvement of manufacturing capabilities.
5. Comprehensively enhance the level of creative design. Implement the construction of the leading cluster area for textile and clothing creative design, guide the aggregation of creative design resources and the construction of supporting facilities, and improve the public service capabilities such as brand creative design incubation. Research and release the fashionable trends in fields such as color, fibers, fabrics, clothing, and home textiles, enrich the sources of brand creative design, and enhance the brand leadership ability at the terminal consumption level.
6. Continuously enhance the ability to lead by setting standards. Promote the revision of mandatory national standards for textile products, including basic safety standards and those for infant and children's textiles. Accelerate the development of standards related to comfortable consumption experience and product quality classification, and establish channels for feedback on standard implementation issues. Continuously strengthen standard reviews and continuously improve the quality level of existing standards.
Column 1: Engineering for Enhancing Technological Innovation and Creative Design Capabilities
1. Strengthen the research and application of new fiber materials. Make full use of the functions of national manufacturing innovation centers and key national laboratories, and promote the research and application of new materials such as bio-based fibers, functional fibers, and high-performance fibers. Organize the formulation of standards for high-performance chemical fibers such as carbon fibers and alumina fibers, as well as differentiated chemical fibers such as those with liquid dyeing, easy dyeing, and composite properties, and their special raw materials.
2. Establish a brand creative design alliance. Support leading enterprises, industry associations and chambers of commerce, outstanding designers, creative design clusters, and professional colleges and universities to form a creative design alliance. Strengthen the cooperation and communication between designers and manufacturing enterprises, and promote the transformation of design outcomes into consumer products.
(3) Implement intelligent, green and integrated development plans
7. Accelerate the application of intelligent technologies. Guide the release of innovative application scenarios of "Artificial Intelligence + Textiles" across the entire value chain. Focus on promoting advanced technologies such as artificial intelligence visual inspection and intelligent quality inspection robots, to lay a solid foundation for brand quality. Promote the digital and intelligent transformation of the textile and apparel industry through scenario-based and graph-based approaches. Build data sets and model warehouses based on specific scenarios, and develop general digital tools and industrial intelligent agents. Cultivate a number of outstanding and leading intelligent factories to enhance production efficiency and the level of intelligent manufacturing.
8. Promote green transformation and improvement. Promote the "industrial internet + waste resource recycling and utilization" model to enhance the recycling and utilization capabilities of used textiles such as hotel linens. Strengthen the standardized management of industries such as printing and dyeing, viscose fibers, and recycled chemical fibers (polyester). Organize energy-saving and carbon reduction diagnosis services for key enterprises, formulate a number of carbon footprint accounting standards for textile products, and accelerate the construction of green factories and green parks.
9. Vigorously develop service-oriented manufacturing. Utilize human-computer interaction and virtual interaction methods to obtain customers' personalized demands. Accelerate the promotion of intelligent customized production through collaborative design and cloud design technologies. Connect the data chains of production, supply, and sales, strengthen collaboration in all aspects including research and development, procurement, production, and sales, and achieve rapid response to user demands. Promote the deep integration of e-commerce, customized consumption, and manufacturing, and cultivate diversified and integrated business models.
Column 2: Engineering for Enhancing Service-oriented Manufacturing Capabilities
1. Enhance the flexibility of production and manufacturing capabilities. Promote the upgrading and transformation of production lines and the development of one-time forming processing technology, to improve the capabilities for processing small batches, multiple varieties, personalized, and large-scale customized products. Support leading enterprises in specific fields to build shared workshops/factories, explore the "platform + sharing" manufacturing model, and form flexible production capabilities for small batches and differentiated products.
2. Strengthen the ability to respond to demand forecasts. Support enterprises in establishing user profiles and demand forecasting models, and form a rapid response mode for market demands based on digital decision-making. Guide terminal consumption brands, supply chain brands, and industrial ecosystem brands to enhance the synchronous sharing of demand forecasting data, and strengthen the collaborative response capabilities of the supply chain.
(4) Deepen the integration of brand cultural value and the innovative inheritance of historical classics
10. Enhance the cultural influence of Chinese excellent traditions on brands. Continuously promote the construction of cooperation and exchange platforms, and encourage traditional craft inheritors to collaborate with brand enterprises to develop limited and high-end customized as well as joint product series that combine cultural heritage with contemporary aesthetics, thereby increasing the cultural value of the brands. Support localities and enterprises in applying for national industrial heritage in the textile sector, promoting the cross-domain integration and development of outstanding brands. Encourage enterprises and designers to create industrial ecological brands and terminal consumption brands with regional characteristics and ethnic flavors based on traditional craft projects.
11. Enhance the vitality of the brand era. Systematically explore the cultural connotations, historical value and market potential of historical classic industries such as silk, and establish a narrative discourse system for brand culture. Create brand innovation experience areas for industries like silk, and enhance the ability to integrate resources and coordinate support. Strengthen the linkage between outstanding brands and key cultural tourism activities in various regions, and support outstanding brands in creating city-specific activities and customized gifts.
Column 3: Cultural Integration and Brand Consumption Promotion Project
Cultural empowerment enhances the consumption experience. By gathering brand intangible cultural heritage resources and leveraging urban fashion landmarks, we will create brand intangible cultural heritage-themed exhibition areas, performance events, and distinctive markets. Based on the excellent traditional Chinese culture and ethnic cultural roots, we will deeply explore the craftsmanship value of intangible cultural heritage skills and the aesthetic connotations of traditional elements, integrating them into the entire process of fashion creative design and all aspects of brand marketing planning, thereby promoting the development of China's fashion industry. We will uncover the cultural connotations and consumer demands, and design scenario-based products and services in a targeted manner, forming a dual-drive consumption appeal of "cultural core + scenario carrier".
2. Cultivate new consumption models for brands. Organize industry associations and chambers of commerce to conduct in-depth research on new consumption trends, segment consumption scenarios, and analyze brand consumption behaviors. Support various regions in focusing on high-traffic cultural tourism attractions, urban public spaces, and popular打卡spots, and plan to build a number of outstanding brand consumption clusters with distinctive cultural features, rich interactive experiences, and excellent consumption environments.
(5) Promote brand-wide marketing and global expansion
12. Promote experiential marketing. Enhance the technical levels and application coverage of virtual fitting, intelligent outfit recommendations, and virtual hosts, and improve consumers' sense of brand consumption satisfaction. Set up innovation product display and experience areas at industry exhibitions and events to enhance consumers' experience of integrating innovative products. Support the establishment of fashion consumption functional zones in various regions, attract brands to set up flagship stores, concept stores, and innovative concept stores, and create首发platforms.
13. Accelerate adaptation to the demands of the international consumer market. Strengthen research and analysis on overseas markets, guide enterprises to form a global brand collaboration model. Organize a video collection and promotion campaign for brand stories, and enhance publicity through live-streaming e-commerce and content platforms. Support localities in strengthening the promotion of outstanding textile and apparel brands by integrating with characteristic sports events, cultural and tourism activities, and the Brand Power Project. Make full use of the international non-governmental organizations in specific industries to tell the stories of Chinese brands and enhance the influence of Chinese brands in the global supply chain.
Column 4 Brand Marketing and Communication Promotion Project
Establish a platform for brand building exchanges. Through the spring/autumn joint exhibitions of the China Textile Association, the World Textile Merchants Conference, and the Taiwan-Beijing Textile and Apparel Expo, etc., enhance the exchange of experience and resource connection in textile and apparel brand building, and support the holding of international exchange activities on brand culture during international fashion weeks and international exhibitions.
2. Launch a brand story collection and promotion campaign. Systematically review the achievements of brand innovation and development, and collaborate with news media to conduct a series of promotional activities in various forms, thereby enhancing consumers' recognition and trust in Chinese brands. Regularly release the brand development trends in specific segments of China's textile and apparel industry, providing practical references and strategic guidance for brand building in the industry.
(6) Creating a favorable market environment
15. Build a favorable competitive ecosystem. Promote the implementation of product quality grading and strengthen full-chain law enforcement both online and offline. Regulate the business order of e-commerce platforms and strictly control behaviors such as malicious low-price competition and fake reviews. Guide enterprises to enhance their R&D investment and talent cultivation to improve their competitive advantages in differentiated markets. Continuously strengthen industry self-discipline and resist irrational competitive strategies.
16. Strengthen talent cultivation. Support enterprises in establishing brand research institutes, implement the chief quality officer system, and carry out a cooperation training program for inheritor of intangible cultural heritage and fashion designers. Relying on universities, industry organizations, etc., based on the demands of intelligentization, greenization, and integration, increase the intensity of professional talent cultivation and training in areas such as strategic management, communication strategies, digital marketing, and brand internationalization.
